Cant get skills

Hi, i'm level 21 Shaman (light) and want to know why i cant get skills that are acquired at levels below my current level?
I cant get 'Ice Stalagmite' 'Speed Increase' 'Vitality Totem' 'Mana shield' and other level 20 Totems.

To learn a spell, you need skill points beyond the required level. This means that you need to make choices during the creation of your character.

Ok thank you, i didn't know that
Apart from forge and mining i only have white magic skills...
I have level 44 white magic, how high do they need to be to get say Speed Increase?
